Quick translation: every O2 sensor has a small electric heater built in so it reaches operating temperature fast instead of waiting on exhaust heat. The computer watches the current on that heater circuit, and when it doesn't see what it expects on Bank 1 Sensor 2 (the downstream sensor), it sets P0141.
First thing I do is pull the code and look at the conditions when it set — then the car goes on the lift, I unplug that rear sensor and put a meter across the two heater wires (usually the matching-color pair). If the heater element reads open, the sensor's done, simple as that.
